Den utarbetade budgeten av Kinas centrala och lokala regeringar för 2010 avviker från tidigare år eftersom utförligare siffror över statsinkomster och spendering inkluderas. Detta ses som ett betydelsefullt steg mot att lyfta fram regeringens budget i rampljuset
